Partnerships in Environmental Management for the Seas of East Asia (PEMSEA)

PEMSEA is an intergovernmental organization whose mission is to foster healthy and resilient coasts and oceans through integrated management solutions and partnerships. It serves as the regional cooperation mechanism to implement the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA). It comprises 11 member countries and over 20 non-country partners and has established networks, consisting of local government units and academic and research institutions, to work on evidence-based studies, capacity-building, policy formulation, project implementation, and monitoring and evaluation on coastal and marine issues most relevant at the regional, national, and local scales. The PEMSEA Resource Facility (PRF) acts as PEMSEA’s secretariat hosted by the Philippines’ Department of Environment and Natural Resources (DENR).

The Ministry of Environment (MoE) is the goverment agency mandated to lead the environmental protection, natural resources management, biodiversity conservation, and sustainable development in Cambodia. The Ministry plays an important role in leading and coordinating the formulation and implementation of environmental policies, strategies, and other legal instruments for ensuring the efficient management of the environment and natural resources in Cambodia as well as in responding to Cambodia’s international obligations in accordance with the United Nations Sustainable Development Goals. MoE is working with relevant government ministries and institutions, private sector, educational institutions, non-government organizations, development partners, and other concerned stakeholders to integrate environmental issues into policies, strategies, action plans, and investment plans at national and sub-national levels.

Province of Preah Sihanouk (Cambodia)

Province of Preah Sihanouk, Cambodia

Preah Sihanouk is one of the four coastal provinces of Cambodia, located some 226 km southwest of the capital city of Phnom Penh. The province is a member of the Club of the Most Beautiful Bays in the World in recognition of its splendid beaches surrounded by 32 islands and rich natural resources that provide significant livelihood opportunities in terms of fisheries, trade, industry, and tourism. The province is also designated as one of the three poles of economic development in Cambodia along with Siem Reap and Phnom Penh and is the only one province that has been transformed into a multi-purpose special economic zone in the country. It is also the site of the country’s only deep seawater port, serving as a commercial gateway to local and international trade.
